If they are okay with it, I see absolutely no harm in it... Issues with the Law and heir "age of consent" aside, I don't see how this is robbing the cradle.
There is a 6 year age difference, which isn't much in these terms, and it's not like being a year older (18 ) is suddenly gonna mature somebody to the point where they can now face the reality of dating and sex and etc., etc.
Laws vary by locality, but I suspect most parents aren't going to be too wild about their 17 year old high-schooler being involved with the 23 year old.
By default, the 23 year old is the adult in this situation and needs to consider what the ramifications would be if/when the relationship was discovered.
